I have edited the resource 'sqlvehicles'. When you use that, you can jump on the roof of the vehicle and you can just enter it! I have fixed this and I'd like to share this with the community. Credits go to Jasper~
This script allows admins (People in the acl group 'Admin') to lock vehicles to team, class, acl or user.
Command:
/addveh [team/class/acl/account/] [name]
To remove a placed vehicle of the database, you need to get in the vehicle, and execute this command:
/remveh
